(simple template and not a joomla template)

my question is can i use joomla with this template ?
if yes how ?!

For some reason my template on blogspot looks great in opera or firefox but in IE it stretches waaay too long across the page and i cant make it work.. anyone know how i can fix this or can fix it for me?

I have purchased the Template monster template 25861 and I want to slow the scrolling down, how do I do this? I am having terrible trouble!
